FIPAC Preview Redux and ATC Preview for 10/1/2025

The Finance and Pension Advisory Committee (FiPAC) has rescheduled its previously canceled meeting for today, October 1 at 4:00pm. The agenda looks substantively identical to the one put out a few weeks ago, so I’ve reblogged my preview above.

One other thing that has crossed my mind: remember how OCPA reached out to me to chat? I wonder… have they directly or indirectly reached out to decisionmakers, including FiPAC members? I would think if they were diligent enough to seek out community bloggers they wouldn’t overlook actual officeholders. It will be interesting to see if anyone on the FiPAC discloses any ex parte communications with either OCPA or their allies. Technically speaking I don’t think such disclosure is required by law given that FiPAC is merely an advisory body. But, as both OCPA and the broader climate nonprofit community has a lot riding on Costa Mesa’s application, it seems obvious that the public has an interest in knowing how the FiPAC’s ultimate recommendations are being shaped by lobbying.

If you find yourself at City Hall and feeling fidgety in the FiPAC meeting, let me tempt you to shift over to the Active Transportation Committee (ATC) meeting that is also being held today and starts at 5:00pm. In addition to the ATC getting updates on the development of the Safe Routes to School Action Plan and various walk-to-school days, it will also be briefed on the upcoming active transportation project on Fairview Avenue between Fair Drive and Adams Avenue. That project is going to feature a VERY exciting first for Costa Mesa, but I don’t want to spoil it. See if you can spot it yourself.

  1. An OCPA rep contacted me to set up a lunch meeting. I responded with a NO and so a phone call talk was the next contact.

    I also know that the OCPA did meet (lunch) with two members of the FIPAC.
